"• In terms of Rule-47(1) Single Stage One Envelope bidding procedure shall be used as the standard bidding procedure for procurement of goods, works and services of simple and routine nature and where no technical complexity or innovation is involved. However, in the instant case, most of items seems to be simple and routine nature, the procuring agency has used single stage two envelope procedure. Besides, evaluation criteria consist of only some documentary requirement for 'Single Stage One Envelope' procedure is appropriate. Procuring Agency is advised to furnish justification for the same. Besides, in NIT reference of SPP Rules is mentioned as Rule-46(1), which is for 'Single Stage One Envelope' Procedure. • Quantities of Drugs/Medicines are missing from Schedule of Requirement 2. In view of above, it is advised to take an appropriate action prior to proceed further to avoid Mis-Procurement."
