Preliminary Assessment / Observations / Findings: EPADS-S-250582424 (Rs.3 Million) Dawood University of Engineering & Technology Karachi Procurement Of Various Services for the Arrangement of Gala Dinner Event (Estimated Cost Rs. 3.0 million) PA has asked Bidders must have an office at Karachi failing which their offer will not be considered it seems in consonance with Rule-44 clarification / Rectification is required. Procuring Agency has uploaded unsigned copy of bidding documents. P.A. is advised to upload signed copy of bidding document by head of Procuring Agency as per Rule-24(2). Procuring Agency has uploaded notification of Procurement committee, which is not according to Rule-7 of the SPPRA Rules, 2010 which consist of even number not on odd numbers, the same may be reconstituted as per Rule, prior to opening of bids. The Procuring Agency (PA) is advised to rectify the infirmities generated by system. Procuring Agency is required to pay web-hosting charges. Procuring Agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV) SGA&CD/4-13/16 dated 20th April,2017. Procuring Agency is required to rectify/justify the above in timely manner.
