1) "The Procuring agency is required to upload newspaper clipping of NIT Published in widely circulated leading daily of Urdu languages in terms of Rule-17(2) of SPP Rules, 2010. (2)The criteria must clearly mention minimum requirement e.g. minimum experience (in terms of years and contracts over a period of time) and minimum amount of turn-over. In the instant case same is missing. (3)In terms of Rule-47(1) Single Stage One Envelope bidding procedure shall be used as the standard bidding procedure for procurement of goods, works and services of simple and routine nature and where no technical complexity or innovation is involved. However, in the instant case, which seems to be simple and routine nature, the procuring agency has used single stage two envelope procedure. Besides, evaluation criteria consist of only some documentary requirement for 'Single Stage One Envelope' procedure is appropriate. (4)Procuring Agency has not uploaded copy of notification of Procurement Committee in compliance of Rule-7 and CRC in compliance of Rule-31 (5)PA is required to pay web-hosting charges. (6) PA is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-13/16 dated 20th April,2017."
