The Procuring agency has uploaded clipping of Sindhi newspaper on EPADS Portal. P.A is required to upload newspaper clipping of NIT Published in a dailies of English & Urdu languages newspaper in terms of Rule-17(2) of SPP Rules, 2010, prior to opening of bids.
It seems that CRC does not comprise Independent Professional, as required under Rule-31 (an independent professional shall not be any Government official and shall be from the relevant filed for which the procurement process is being carried out. PA is required to re-notify the CRC comprising Independent Professional from relevant field, prior to opening of bids.
Procuring Agency has asked affidavit that firm should never been blacklisted by the Government/Semi Government Department / involve any litigation. The condition that firm is not blacklisted may be rephrased with the words “currently”.
Procuring Agency is required to upload signed copy of bidding documents, enabling bidders to submit their bids by downloading B.Ds from SPPRA website in terms of Rule-24(2) of the SPP Rules, 2010.
Procuring Agency is required to pay NIT Hosting Charges in accordance with this Authority’s letter dated 18.05.2018 in favour of Director (A&F), SPPRA through crossed cheque / Pay Order / Demand Draft. The letter may be downloaded from the website (http://www.pprasindh.gov.pk/policies/Policy18May2018.pdf).
It is the responsibility of Procuring Agency (PA) to strictly observe the SPP Rules, 2010 in letter and spirit. Violation of any SPP Rule/Act/Instruction will tantamount to mis procurement.
