Preliminary Assessment / Observations / Findings: EPADS-S-250492057 Sindh Service Tribunal, Karachi Procurement Of Photostat Machine (Heavy Duty) Procuring Agency has uploaded unsigned copy of bidding documents. P.A. is advised to upload signed copy of bidding document by head of Procuring Agency as per Rule-24(2). Procuring Agency has not mentioned the turn over in terms of Rule-46(1)(a)(ii), rectification/clarification is required, prior to opening of bids. How can PA qualify the bidder without mentioning turnover, it is mandatory requirement. PA is to rectify the infirmities at the earliest.PA has asked local presence in Karachi in the Eligibility criteria with seems in consonance with Rule-44 clarification / Rectification is required PA has not uploaded notification of Procurement Committee, Complaint Redressal committee, which is required to be uploaded at the earliest/ prior to opening of bids. PA has not uploaded the Annul Procurement Plan in bidding documents. PA is advised to upload APP on EPADS prior opening of bids. Procuring Agency has not mentioned the estimated cost of photostat machine neither in NIT nor in Bidding Documents, clarification is required, prior to opening of bids. The Procuring Agency (PA) is advised to rectify the infirmities generated by system. Procuring Agency is required to pay web-hosting charges. Procuring Agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-13/16 dated 20th April,2017. Procuring Agency is required to rectify/justify the above in timely manner.
