Preliminary Assessment / Observations /Findings:……… 1. The Procuring Agency has mentioned “Procurement of Lab Equipment for Biomedical Engineering Department under Sindh Laboratory Strengthening Program (SLSP) for Public Sector Universities FY 2024- 25” whreas, NIT initiate on 20.07.2026, which creates ambiguity. PA is to rectify the infirmities at the earliest. 2. The Procuring Agency has not upload Annual Procurement Plan which is violation of Rule-11 of SPP Rules, 201. Procuring Agency is required to upload copy of Annual Procurement Plan on E-PADs at the earliest……… 3. The Procuring Agency has not Uploaded the Procurement Committee Notification which is the violation of Rule-7 of SPP Rules, PA is required to upload prior to opening of bids……….. 4. The Procuring Agency has not Uploaded the Complaint Redressal Committee CRC Notification which is the violation of Rule-31 of SPP Rules, PA is required to upload prior to opening of bids………… 5. Procuring Agency has mentioned two different amount for performance security in bidding documents (i.e. 2% and 5% mentioned in bidding documents, which is not as per SPP Rule-39. Procuring Agency is required to mention specific percentage of performance security. (Rule-39). 6. Procuring Agency has asked affidavit that firm should not blacklisted previously. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition. 7. Procuring Agency is required to upload signed copy of each and every page of Bidding Document to enabling the bidder(s) to submit their bids by downloading Bidding Document from SPPRA (E-pads) website as defined in the Rule-24 (2) of the SPP Rules, 2010………….. 8. PA is required to pay web-hosting charges……… 9. The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred………… 10. Procuring Agency is required to rectify/justify the above in timely manner………. It may be noted that it is the sole responsibility of procuring agency to make all the public procurements by observing the SPP Rules, 2010, regulations, instruction/ orders and procedure in letter and spirit.
