Preliminary Assessment / Observations / Findings: EPADS-S-250492058 Reform and Special Cell Land Administration and Revenue Management Information System (LARMIS) SUPPLY & INSTALLATION OF AIR CONDITIONERS FOR DIRECTORATE OF LAND ADMINISTRATION & REVENUE MANAGEMENT INFORMATION SYSTEM (LARMIS) & PEOPLES SERVICE CENTERS, LARMIS, REFORMS WING & SPECIAL CELL, BOARD OF REVENUE SINDH PA has not uploaded notification of Procurement Committee, Complaint Redressal committee as per Rule-7&31 of SPPRA Rules, 2010, which is required to be uploaded at the earliest/ prior to opening of bids. PA has not uploaded the Annual Procurement Plan in bidding documents as per Rule-11 of SPPRA Rules, 2010. PA is advised to upload APP on EPADS prior opening of bids. Affidavit that firm has never been black-listed be rephrased as “the contractors / companies / firms is not currently on the list of blacklisted suppliers by any government/donor agency”. The Procuring Agency (PA) is advised to rectify the infirmities generated by system. Procuring Agency is required to pay web-hosting charges. Procuring Agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-13/16 dated 20th April,2017. Procuring Agency is required to rectify/justify the above in timely manner.
