1. Procuring Agency has asked bid security 5% of the bid Price/Amount. Whereas, “The Procuring Agency shall require the bidders to furnish a fixed amount of bid security not exceeding five percent of the estimated value of procurement determined by the procuring agency” as required under amendment in SPP Rules, 2010 vide SGA&CD Notification No. SORI (SGA&CD)2-30/2010(5-13/P-II) dated 25.10.2025. Procuring agency is required to rectify the infirmity………….
2. Only English & Urdu language newspaper clipping of NIT posted on E-PADs. PA is required to upload newspaper clipping of NIT published in leading dailies of English, Urdu and Sindh languages in terms of Rule-17(1A) & (2) of SPP Rules, 2010………….
3. NIT is not as per work/scheme mentioned in Annual procurent plan, which is not as per Rule-11 of SPP Rules, 2010. Rectification is required…….
4. As per Annual Procurement Plan the “Procurement of Goods / Services to arrange Cultural Activities for the Current FY 2026-27”. Whereas, PA has mentioned "above said activities for 2025-26" in scope of work in bidding documents which creates ambiguity. Rectification is required……….
5. The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA(https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred…………
6. Procuring Agency is required to rectify/justify the above in timely manner……….
7. PA is required to pay web-hosting charges………
