• As per bid data sheet bid validity period shall be 60-days, whereas, in Bidding Documents/E-PAD the bid validity period comes to 90-days. PA is required to clarify/rectify prior to opening of bids. • The procuring agency is required to clarify as to bids will be evaluated on the basis of the experience and financial turnover requirement mentioned at serial No.5 & 6 or the marks based criteria mentioned at serial No.11 of the Mandatory requirements / technical requirements. Procuring agency is required to provide clear and unambiguous criteria in the bidding documents in terms of Rule-21(A). The failure to provide a clear and unambiguous evaluation criteria in the bidding documents shall amount to mis-procurement. Clarification/ rectification is required prior to the opening of bids. • The procuring agency is required to pay NIT hoisting charges in accordance with this authority’s letter dated: 18-05-2018 available on the following link of the authority’s website http://www.pprasindh.gov.pk/policies/Policy18May2018.pdf. In view of above, it is advised to furnish cogent reasons/justification for non-compliance of above referred provision of SPP Rule, 2010. However, due to failure in fulfillment of the mandatory provisions of SPP Rule, 2010, action under Rule-25 of SPP Rules shall be applicable.
