As Per Preliminary Assessment EPADS-S-250261630 Procurement of Furniture And Equipment for Library and Auditorium Hall. Department Name: Regional Director of Colleges Karachi The Procuring Agency has issued corrigendum Vide Ref, letter No DCE/K/FIN/PROC-Lab Equip/2520/2025 dated 18/02/2025, posted on EPAD website. The NIT reference No. DCE/K/FIN/PROC-Lab Equip/2507/2025. Wherein change, the date of bid opening i.e. 06/03/2025 instead of 28/02/2025 but P.A has not uploaded published copies of corrigendum. P.A is required to upload corrigendum in three leading newspaper in terms of Rule-21(2) of SPP Rules 2010. Prior to opening of bids. P.A has attached only English newspaper with bidding documents. P.A has advised to upload newspaper clipping of NIT Published at least in dailies of Urdu & Sindhi language newspaper in terms of Rule-17(2) of SPP Rules, 2010, prior to opening of bids. The Procuring Agency has not uploaded notification of Complaint Redressal Committee (CRC). P.A has advised to upload a Complaint Redressal Committee which is required in terms of Rule-31 of SPP Rule 2010. It is mentioned In criteria “Required to submit Average Financial Turnover of amounting to Rs.100.00 million during the last three (03) years (attach bank statement and audit report)” which is too high whereas estimated cost is. I.e. 10.00 Million. Procuring Agency is required to pay NIT Hosting Charges in accordance with this Authority’s letter dated 18.05.2018 in favour of Director (A&F), SPPRA through crossed cheque / Pay Order / Demand Draft. The letter may be downloaded from the website (http://www.pprasindh.gov.pk/policies/Policy18May2018.pdf). It is the responsibility of Procuring Agency (PA) to strictly observe the SPP Rules, 2010 in letter and spirit. Violation of any SPP Rule/Act/Instruction will tantamount to mis procurement.
