(1) Condition of the NIT be rephrased as under: The bidding documents can be download from EPADS portalsindh.eprocure.gov.pk. & The bids, duly completed in all respect and signed by authorized person, must be submitted through EPADS BUT not in the office of the the P.M. Rectification is required.. (2) NIT & Bidding Documents do not show the clear Bidder Qualification requirement, the responsive bidder is based on the minimum managerial capacity, experience of similar projects/assignments, experience of professional persons and financial statement/ annual turnover; then responsiveness shall be decided (3) The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh. gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred. (4) The bidding documents do not contain amount and manner of payment of performance security required in terms of Rule-21(1)(d) of SPP Rules, 2010. Before proceeding further procuring agency is required to upload bidding documents and extend the response time accordingly.
