Preliminary Assessment /Observations/Findings: i. As per bid data sheet bid validity period shall be 60-days, whereas, insert in E-PAD the bid validity period comes to 31-days PA is required to clarify/rectify prior to opening of bids. ii. The procuring agency is required to clarify as to bids will be evaluated on the basis of the experience and financial turnover requirement mentioned at serial No 5 & 6 or the marks based criteria mentioned at Sr. No. 11 of the mandatory requirements / technical requirements. Procuring agency is required to provide clear and unambiguous criteria in the bidding documents in terms of Rule-21(A). the failure to provide a clear and unambiguous evaluation criteria in the bidding documents shall amount to mis-procurement. Clarification / rectification is required prior to the opening of bids. iii. The procuring agency is required to pay NIT hoisting charges in accordance with this authority’s letter dated: 18-05-2018 available on the following link of the authority’s website http://www.pprasindh.gov.pk/policies/Policy18May2018.pdf. iv. It is the responsibility of Procuring Agency (PA) to strictly observe the SPP Rules, 2010 in letter and spirit. Violation of any SPP Rule/Act/Instruction will tantamount to mis procurement.
