Preliminary Assessment / Observations / Findings: EPADS-S-250261612 Mehran University of Engineering and Technology Procurement of Equipment for Geotechnical Laboratory of Civil Engineering Department at MUET, Jamshoro under Sindh HEC Laboratory Strengthening Program. Notice Inviting Tender unsigned. PA should post NIT duly signed as per SPPRA Rule. Procuring Agency has mentioned Turn-over Sr. No.1 Rs. 350.000 (M), Sr. No. 2 Rs. 10.000 (M) and Sr. No. 3 Rs. 15.000 (M) annual turnover of 03 years which would be verified by bank statement. “As per SPPRA guideline para 2.16 A(iv) turnover must be equal as per estimated cost or twice time more than estimated cost. Rectification is required. PA has not uploaded notification of Procurement committee, Complaint Redressal committee, which is required to be uploaded at the earliest/ prior to opening of bids. PA has not uploaded the Annul Procurement Plan in bidding documents. PA is advise to upload APP on EPADS prior opening of bids. The Procuring Agency (PA) is advised to rectify the infirmities generated by system. Procuring Agency is required to pay web-hosting charges. Procuring Agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-13/16 dated 20th April,2017. Procuring Agency is required to rectify/justify the above in timely manner.
