Benazir Bhutto Shaheed University of Technology & Skill Development Khairpur EPADS-S-250492159 Preliminary Assessment/Observations/Findings: WORK:- Procurement of Electric Power Transmission Line Trainer and Modular System For Drives of Ac Motors For Electrical Engineering Technology Department. PA is required to upload newspaper clipping of NIT published in widely circulated at least three leading daily of English, Urdu and Sindhi language in terms of Rule-17(2) of SPP Rules, 2010, prior to opening of bids The Procuring Agency has not mentioned amount of the scheme neither in NIT nor in Bidding Documents, clarification is required, prior to opening of bids. The Procuring Agency has not uploaded Notification of Procurement Committee, Complaint Redressal Committee and Annual Procurement Plan as per Rule-7,31&11 of SPPRA Rules, 2010, the same may be uploaded prior to opening of bids. The Procuring Agency has mentioned that annual financial turn over during last 03 years shall not be less than thrice of the amount of quoted bid. In terms of Rule-46(1)(a)(ii) Turnover of at least last three years is required as per SPPRA guideline para 2.16 (iv) turnover must be equal as per estimated cost or twice time more than estimated cost. PA is required to rectify the infirmities at the earliest. Procuring Agency has mentioned that “an affidavit that Bidder is not currently not black listed by any Government Department be rephrased as “the contractors / companies / firms is not currently on the list of blacklisted suppliers by any government/donor agency “. P.A is required to upload signed copy of bidding documents, enabling bidders to submit their bids by downloading B.Ds from SPPRA website in terms of Rule-24(2) of the SPP Rules, 2010. The Procuring Agency (PA) is advised to rectify the infirmities generated by system. PA is required to pay web-hosting charges. PA is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-13/16 dated 20th April,2014. The Procuring Agency is required to rectify/justify the above in timely manner
