Preliminary Assessment / Observations /Findings:……… 1. The Procuring Agency has mentioned evaluation criteria in bidding documents for the evaluation of technical proposals is based on Weightage / marks and also mentioned “Bid found to be responsive with maximum accumulative points (Technical + Financial) shall be accepted as the MOSTADVANTAGEOUS BID i.e. Technical evaluation has 70% weightage & Financial 30%”. Whereas, as per NIT and bidding documents procuring agency has adopt single stage one envelope procedure, Hence, Procuring Agency is advised that this condition pertains to Single stage Two Envelope Procedure, hence this condition shall be deleted and extend the response time accordingly……..……… 2. Procuring Agency has asked bid security 3% of quoted bid price. Whereas, “The Procuring Agency shall require the bidders to furnish a fixed amount of bid security not exceeding five percent of the estimated value of procurement determined by the procuring agency” as required under amendment in SPP Rules, 2010 vide SGA&CD Notification No. SORI (SGA&CD)2-30/2010(5-13/P-II) dated 25.10.2025. Procuring agency is required to rectify the infirmity……. 3. The bidding documents do not contain amount and manner of payment of performance security required in terms of Rule-21(1)(d) read with Rule-39 of SPP Rules, 2010………… 4. The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA(https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred………… 5. Procuring Agency is required to rectify/justify the above in timely manner………. 6. PA is required to pay web-hosting charges……… It may be noted that it is the sole responsibility of procuring agency to make all the public procurements by observing the SPP Rules, 2010, regulations, instruction/ orders and procedure in letter and spirit.
