Preliminary Assessment / Observations / Findings: EPADS-S-241251186 Printing Items Board of Secondary Education Karachi Procuring Agency has asked affidavit that firm is not blacklisted. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition. The Procuring agency is required to upload newspaper clipping of NIT Published in at least three widely circulated leading dailies of English, Urdu and Sindhi languages in terms of Rule-17(2) of SPP Rules, 2010, prior to opening of bids. PA has not uploaded notification of Procurement Committee/Complaint Redressal Committee, which is required to be uploaded at the earliest/ prior to opening of bids. PA has not uploaded annual procurement plan on the website. PA is required to upload the same. PA is required to upload signed copy of bidding documents, enabling bidders to submit their bids by downloading B.Ds from SPPRA website in terms of Rule-24(2) of the SPP Rules, 2010. Procuring Agency (P.A) is required to rectify the observation generated by the system, The Procuring Agency is required to pay web- hosting charges. The procuring agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Circular No.SO (C-IV)SGA&CD/4-13/6 dated 20th April, 2017.
