1) Procuring Agency has upload NIT with corrigendum. As per NIT the date of opening was 12.12.2024 (which was not uploaded earlier on SPPRA website). However after expiry of about 4-days P.A has uploaded NIT with corrigendum, which is against the provision of SPP Rules, regulation. 2) Procuring Agency is required to ensure the publication of NIT and corrigendum in three leading and widely circulated newspaper i.e English, Urdu and Sindhi in terms of Rule-17 and 21(2) of SPP Rules, 2010 and upload same on SPPRA website 3) As per NIT P.A has adopt 'Single Stage One Envelope' for some items and 'Single Stage Two Envelope' of other items BUT B.Ds of all items envisaged the procedure for evaluation as 'Single Stage Two Envelope', which needs timely rectification 4) The Schedule of Requirement does not envisage the requisite quantity, which is mandatory 5) Terms of conditions of the contract of Clothing have been attached with Printing and Stationery 6)Experience of three years asked but it is not clear that how much works to be provided by the participant bidder to determine most advantageous bid. 7) Procuring Agency has not uploaded copy of notification of Procurement Committee in compliance of Rule-7 and CRC in compliance of Rule-31 8) Procuring Agency has not upload signed copy of procurement plan, which is required to be uploaded as per Rule-11(3) of the SPP Rules, 2010 enabling bidders to submit requisite securities
