Preliminary Assessment / Observations /Findings:………
1. The Procuring Agency has not upload Annual Procurement Plan which is violation of Rule-11 of SPP Rules, 2010. Procuring Agency is required to upload copy of Annual Procurement Plan on E-PADs and extend the response time accordingly……..………
2. It seems that the procuring agency has split or regrouped the work / items in parts, which is violation of Rule-12. Procuring Agency is required to furnish justification / clarification prior to opening of bids……….
3. It seems Procurement Committee is not in line with Rule-7 because, PA has mentioned one member from the other than procuring agency is Co-opted. PA is required to re-notify the Procurement Committee comprising at least one member from the agencies / departments other than PA, prior to opening of bids in terms of SPP Rule-7 of SPP Rules, 2010.
4. Procuring agency (PA) has issued Corrigendum vide letter No. EE/WSTD/HW&SC/407/2026 Dated: 03.08.2026 wherein, change the schedule. Procuring agency is required to upload newspaper clippings of Corrigendum Published in widely circulated leading daily/ies of English, Urdu & Sindhi language(s) as well as in terms of Rule-22(2) read with Rule-17(2) of SPP Rules, 2010.
5. Procuring Agency has asked bid security 2% of quoted bid price. Whereas, “The Procuring Agency shall require the bidders to furnish a fixed amount of bid security not exceeding five percent of the estimated value of procurement determined by the procuring agency” as required under amendment in SPP Rules, 2010 vide SGA&CD Notification No. SORI (SGA&CD)2-30/2010(5-13/P-II) dated 25.10.2025. Procuring agency is required to rectify the infirmity.
6. Procuring Agency has asked affidavit that the firm has never been blacklisted. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition.
7. Only Urdu language newspaper clipping of NIT posted on E-PADs. PA is required to upload newspaper clipping of NIT published in leading dailies of English, Urdu and Sindh languages in terms of Rule-17(1A) & (2) of SPP Rules, 2010………….
8. The Procuring Agency is required to upload signed copy of each and every page of Bid Document to enabling the bidder(s) to submit their bids by downloading Bid Document from SPPRA (E-pad) website as defined in the Rule-24 (2) of the SPP Rules, 2010……..
9. The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA(https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred…………
10. Procuring Agency is required to rectify/justify the above in timely manner……….
11. PA is required to pay web-hosting charges………
It may be noted that it is the sole responsibility of procuring agency to make all the public procurements by observing the SPP Rules, 2010, regulations, instruction/ orders and procedure in letter and spirit.
