Preliminary Assessment /Observations/Findings: i. The procuring agency has uploaded NIT on EPADs SPPRA website dated 24.04.2025 and last date of issuance on 07.05.2025, response tine only 14days, as per date of uploaded. Which is not as per Ruloe-18 of SPP Rules, 2010. ii. The procuring agency is required to upload signed copy of bidding documents, enabling bidders to submit their bids by downloading Bidding documents from SPPRA website in terms of Rule-24(2) of the SPP Rules, 2010. iii. The procuring agency is required to pay NIT hoisting charges in accordance with this authority’s letter dated: 18-05-2018 available on the following link of the authority’s website http://www.pprasindh.gov.pk/policies/Policy18May2018.pdf. iv. It is the responsibility of Procuring Agency (PA) to strictly observe the SPP Rules, 2010 in letter and spirit. Violation of any SPP Rule/Act/Instruction will tantamount to mis procurement.
