(1) The P.A has asked Bid Security in the shape of 'Pay Order' only, which is against the provision of Rule-37 of SPP Rules (read with policy instructions of SPPRA circulated vide letter No:MD/SPPRA/2025-26 dated 11.05.2026) according to which; P.A has to specify all permissible forms of bid security and bidder(s) have their discretion to submit their bid security in any one of form as prescribe in Rule-37(2) of SPP Rules, 2010 2) Criteria mentioned in the nIT and in B.D is different 3) Procuring Agency has asked evidence of ownership of machinery in eligibility criteria, whereas a contractor may obtain such machinery on lease/rent basis for project as per clause-2.16(A)(iii) of Regulation for works, therefore, above condition is in conflict with Rule-44 of the SPP Rules, 2010. Rectification is required. 4) The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred. 5) Procuring Agency has not uploaded copy of P.C, CRC & APP required under Rule-7, 11 and 31 of SPP Rule, 2010 Advisory All Procurement Committee members are advised to set up their PIN codes by following the steps below: Step 1: Log in to your e-PADS account. Step 2: Navigate to the User Management menu and select the Set PIN option. Step 3: Create a 6-digit PIN code and save it. Step 4: Upon saving the PIN, an OTP will be sent to your registered email address. Step 5: Check your email inbox, enter the OTP received, and confirm the PIN setup. Once successfully configured, the PIN may be used for authentication in place of OTPs, thereby minimizing delays caused by email delivery issues. Important: Users are advised to keep their PIN confidential and secure at all times. The PIN should not be shared with any other person, as unauthorized use may result in misuse of the user's account and actions performed therein.
