SUBJECT: INCOMPLETE PROCUREMENT(S) ON E-PAK ACQUISITION & DISPOSAL SYSTEM (EPADS)
I am directed to refer to the subject cited above and to state that the Sindh Public Procurement (SPP) Rules, 2010 are founded upon the principles of transparency, fairness, efficiency, and accountability to ensure value for money. In this regard, disclosure of procurement-related information is essential to maintain an objective, fair, and transparent bidding process.
2. It has been observed that after uploading the Bid Evaluation Reports (BERs) on the e-Pak Acquisition & Disposal System (EPADS), the documents as required under Rule-50 read with Rule-49 of the SPP Rules, 2010—such as the Contract Evaluation Report, Letter of Award, Form of Contract (Agreement), Integrity Pact, and Bill of Quantities/Schedule of Requirements of the following Notice Inviting Tenders (NITs) have not been uploaded on the EPADS-SPPRA website by the Procuring Agency:

3. It is further clarified that in case any of the above-mentioned procurements have been cancelled by the procuring agency, the corresponding cancellation notice(s) are required to be uploaded on the EPADS to ensure completion of the procurement cycle and record.
4. Moreover, it has further been observed that in some cases the Procuring Agency has not updated the status of the procurement after uploading of the NIT on EPADS hence the status is shown as ‘In-progress’.
5. In view of the foregoing, you are requested to update the current status of the aforementioned procurements as well as other procurements initiated on EPADS and ensure uploading of all requisite documents/cancellation notice within fifteen (15) days of issuance of this letter.
6. It may be noted that the Authority is required to submit a consolidated report in this regard to the higher authorities. In case of non-compliance within the stipulated timeframe, the procurements shall be construed as cancelled and reported accordingly.
7. This shall be treated as MOST URGENT.
