EPADS-S-250572281 Shaheed Hayat Police Training College Saeedabad KhI WORK:- Maintenance / repair works of School of Investigation & up-gradation of Parade Ground at SHPTC Saeedabad Karachi. PA is required to upload newspaper clipping of NIT published in widely circulated at least three leading daily of English, Urdu and Sindhi language in terms of Rule-17(2) of SPP Rules, 2010, prior to opening of bids Bid data sheet envisage two different types of contract i.e. Fixed Price contract and Price adjustment contract. The P.A is required to choose any one. Procuring Agency has mentioned that “the contractors / companies / firms is not involved In any kind of litigation with in Departmental rift, abandoned or unnecessary delay in completion of any work” be rephrased as “the contractors / firm is required to submit procurement related history of litigations”. Procuring Agency has mentioned that “the contractors / companies / firms have not been black listed previously by any executing agency be rephrased as “the contractors / companies / firms is not currently on the list of blacklisted suppliers by any government/donor agency”. In terms of Rule-46(1)(a)(ii) Turnover of at least last three years is required and as per SPPRA guideline para 2.16 (iv) turnover must be equal as per estimated cost or twice time more than estimated cost. Procuring Agency has mentioned “Financial capacity: Must have turnover of 80% of the estimated cost” in bidding documents. Which is not as per Rule-46(1). PA is to rectify the infirmities at the earliest. Procuring Agency has uploaded unsigned copy of bidding documents. P.A. is advised to upload signed copy of bidding document by head of Procuring Agency as per Rule-24(2). The Procuring Agency is required to pay web hosting charges. The procuring agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Circular No.SO (C-IV)SGA&CD/4-13/6 dated 20th April, 2017. Procuring Agency (P.A) is required to rectify the observation generated by the system.
