Preliminary Assessment / Observations / Findings: EPADS-S-250492052 AIGP Estate Management & Development, CPO Karachi Maintenance & Repair works officers/officials Government Accommodation & CPO Building For the year 2024-2025 PA is required to upload newspaper clipping of NIT published in widely circulated at least three leading daily of English Urdu & Sindhi language in terms of Rule-17(2) of SPP Rules, 2010, prior to opening of bids. Affidavit that firm has never been black-listed be rephrased as “the contractors / companies / firms is not currently on the list of blacklisted suppliers by any government/donor agency”. Bid data sheet envisage two different types of contract i.e. Fixed Price contract and Price adjustment contract. The P.A is required to choose any one. Procuring Agency has uploaded unsigned copy of bidding documents. P.A. is advised to upload signed copy of bidding document by head of Procuring Agency as per Rule-24(2). PA has not uploaded the Integrity Pact as per Rule-89 of SPPRA Rules, 2010, the same may be uploaded prior to opening. The Procuring Agency (PA) is advised to rectify the infirmities generated by system. Procuring Agency is required to pay web-hosting charges. Procuring Agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-13/16 dated 20th April,2017. Procuring Agency is required to rectify/justify the above in timely manner.
