Preliminary Assessment / Observations / Findings:……… 1. The Procuring Agency has not upload Annual Procurement Plan which is violation of Rule-11 of SPP Rules, 2010. Before proceeding further Procuring Agency is required to upload Annual Procurement Plan on E-PADS. In the instant case neither estimated cost of work mentioned in NIT nor mentioned in bid data sheet.________ 2. The Procuring agency has not upload Notification of Procurement Committee on E-PADs. Procuring Agency is required to upload Notification of Procurement Committee in terms of Rule-7 of SPP Rules, 2010______ 3. The Procuring Agency has not Uploaded the Complaint Redressal Committee CRC Notification which is the violation of Rule-31 of SPP Rules, PA is required to upload prior to opening of bids_______ 4. Procuring Agency has iniciate the NIT for “supply and deliver Local Purchase of Drugs/ Medicines/ Surgical Consumables/ Disposables/ Medical Devices and Allied Items – Rate Contract Basis” but list of medicines, medical devices along with required quantities of items are not mentioned in schedule of requirement, in the instant case tentative quantities are required to be mentioned in schedule of requirement. Clarification/Rectification is required. 5. Procuring Agency is required to upload signed copy of each and every page of Bid Document to enabling the bidder(s) to submit their bids by downloading Bid Document from SPPRA (E-PADS) website as defined in the Rule-24 (2) of the SPP Rules, 2010_______ 6. Procuring Agency has asked affidavit that “bidder is neither blacklisted”. P.A may ensure that if a firm/bidder & its employees was black listed and current status of that firm is De-listed then such firm may be allowed for competition. 7. The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred………… 8. Procuring Agency is required to rectify/justify the above in timely manner………. It may be noted that it is the sole responsibility of procuring agency to make all the public procurements by observing the SPP Rules, 2010, regulations, instruction/ orders and procedure in letter and spirit.
