Preliminary Assessment / Observations / Findings:………
1. Composition of CRC is not as per Rule-31 as it consist of even number of members instead of Odd number of members. PA is required to re-notify the CRC comprising odd number of members, prior to opening of bids……..
2. Procuring Agency has asked “2% Bid Security of each item of tender quoted amount”. Whereas, “The Procuring Agency shall require the bidders to furnish a fixed amount of bid security not exceeding five percent of the estimated value of procurement determined by the procuring agency” as required under amendment in SPP Rules, 2010 vide SGA&CD Notification No. SORI (SGA&CD)2-30/2010(5-13/P-II) dated 25.10.2025. Procuring agency is required to rectify the infirmity………….
3. In terms of Rule-46(1) Procuring Agency is required to ask relevant experience and Annual Turnover not less than equivalent cost of the scheme/project during last five years and Experience of similar nature of works (at least one work of 80% of the estimated cost OR two works of 50% of the estimated cost) executed during last five years is required. In the instant case relevant experience and annual turnover is not as per above provision………
4. Procuring Agency is advised to ensure publication of Notice Inviting Tender in newspapers as per Rule-17(1A) read with Rule-17(2), 18 and Authority’s instructions circulated vide No.MD/SPPRA/1-1(GEN)/2021-22/0927 dated 17th March, 2022.
5. Procuring Agency has asked affidavit that firm has never been blacklisted by any government, semi government. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition.
6. Part of B.Ds i.e. BoQ is signed (which is appreciated) but Procuring Agency is required to upload signed copy of each and every page of Bid Document to enabling the bidder(s) to submit their bids by downloading Bid Document from SPPRA (E-pad) website as defined in the Rule-24 (2) of the SPP Rules, 2010……..
7. Bidding documents do not contain the Integrity Pact as required under Rule-89 read with Rule-21(1)(n). ………………..
8. The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred…………
9. Procuring Agency is required to rectify/justify the above in timely manner……….
It may be noted that it is the sole responsibility of procuring agency to make all the public procurements by observing the SPP Rules, 2010, regulations, instruction/ orders and procedure in letter and spirit.
