1) P.A has not uploaded notification of P.C as required under rule-7 of SPP rules as well as notification of CRC in terms of of Rule-31 of SPP rules 2)Procuring Agency has not upload signed copy of procurement plan, which is required to be uploaded as per Rule-11(3) of the SPP Rules, 2010. Procuring Agency has asked affidavit that firm should never been blacklisted by the Government Department. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition Rs.10,000/- has been asked in account of Tender Fee. In terms of Rule-20(2), the Procuring Agency is required to ensue that fee charged for bidding document shall not exceed the cost of preparation and printing of the documents. Justification / rectification is required.
