Preliminary Assessment / Observations / Findings:………
1. As per NIT the schedule of issuance is from date of publication up to 01.06.2026, however, procuring agency has posted the NIT and bidding documents on E-PAD 25.05.2026, which allowed response time 8 days only from the date of posting of NIT on the E-PAD website. PA is required to clarify and justify the delayed hosting of NIT on E-PAD website. Which is violation of SPP Rule-18. Before proceeding further procuring agency is required to compliance of Rule-18 and extend the response time accordingly.
2. The deadline for submission & opening mentioned in NIT and bid data sheet is different, which creates ambiguity. PA is to rectify the infirmities at the earliest………….
3. The Procuring agency has not uploaded Annual Procurement Plan, in terms of Rule-11 read with Rule-11(3) of SPP Rules, 2010. Before proceeding further Procuring Agency is required to upload Annual Procurement Plan on E-PADs………..
4. The Procuring agency has not upload Notification of Procurement Committee on E-PADs. Procuring Agency is required to upload Notification of Procurement Committee in terms of Rule-7 of SPP Rules, 2010……………
5. Procuring agency has not upload Notification of Complaint Redressal Committee on E-PADs. Procuring Agency is required to upload Notification of Complaint Redressal Committee in terms of Rule-31 of SPP Rules, 2010………..
6. The Procuring agency is required to upload newspaper clipping of NIT Published in widely circulated leading daily of English, Urdu and Sindhi languages in terms of SPP Rule-17(2) read with Rule-17(1A)………….
7. Procuring Agency has asked bid security 5% of bid amount. Whereas, “The Procuring Agency shall require the bidders to furnish a fixed amount of bid security not exceeding five percent of the estimated value of procurement determined by the procuring agency” as required under amendment in SPP Rules, 2010 vide SGA&CD Notification No. SORI (SGA&CD)2-30/2010(5-13/P-II) dated 25.10.2025. Procuring agency is required to rectify the infirmity……………….
8. As per Mandatory Eligibility Criteria, Bio Data of Engineering And Technical Staff is required. However, bidding documents do not mention, the details and number of Engineers and Technical staff required and what should be their qualification. PA is required to mention the information in bidding documents……..
9. NIT is uploaded on EPAD accordingly the interested bidders are required to submit & open their bid through the EPAD-System, however, NIT envisaged that bid will be submitted and opened in the office of Procuring Agency, which is against the standard of electronic bid through EPAD. Procuring agency is required to rectify the infirmity………
10. Procuring Agency is required to upload signed copy of each and every page of Bid Document to enabling the bidder(s) to submit their bids by downloading Bid Document from SPPRA (E-pad) website as defined in the Rule-24 (2) of the SPP Rules, 2010……..
11. Procuring Agency has asked affidavit that the “firm have never been blacklisted from any executing agency”. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition…….
12. The location of the work is missing from schedule of requirement/ Brief Description of Works.
13. The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA(https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred…………
14. Procuring Agency is required to rectify/justify the above in timely manner……….
