1) Asking Bid Security in the shape of specific instrument, which is against the provision of Rule-37 of SPP Rules (read with policy instructions of SPPRA circulated vide letter No:MD/SPPRA/2025-26 dated 11.05.2026) according to which; P.A has to specify all permissible forms of bid security and bidder(s) have their discretion to submit their bid security in any one of form as prescribe in Rule-37(2) of SPP Rules, 2010
2) The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred.
3) Procuring Agency has asked affidavit that firm should never been blacklisted by the Government Department. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition
4) As per para 2.16(iv) of guideline of SPPRA for procurement of works; average annual financial turnover not less than equivalent cost of the scheme/project during last five years. In the instant case Procuring agency has asked Annual turn-over less than five years

6) The P.A instead of adopting proper procedure for evaluation in terms of Rule-46; ha mentioned all the procedures available in SPP Rules which create ambiguity and needs timely rectification.
