The bids are required to be opened within one hour of deadline of submission, whereas, in the instant case the gap between the submission and opening of bids is more than one hour, which is violation of Rule-41(3). Original purchase receipt has been asked as mandatory requirement for evaluation. Justification is required that when bidder submit his bid through EPAD system and submit requisite tender fee on or before deadline for submission of bis, then how he remain disqualify as per eligibility criteria Rs.3.0 M has been fixed in lieu of bid security on the other hand P.A has insert condition about Bid security with hidden amount and original in sealed envelope which creates ambiguity. Evaluation Criteria is ambiguous as break up of marks has not been provided and out of 100-marks, 90-marks fixed for qualification, which creates ambiguity especially in the situation when a bidder failed to provided some mandatory requirement and get requisite 90-marks
