i. The Procuring agency is required to upload newspaper clipping of NIT Published in widely circulated leading daily/ies of English language(s) in terms of Rule-17(2) of SPP Rules, 2010 prior to opening of bids. ii. Procuring Agency has clearly not mentioned Turn-over in bidding documents at para-2.2 of Eligibility Criteria for Livestock Expo-2025. Whereas, following different turnover mentioned in technical evaluation: Sales / cash turn-over of last Seven (7) years Average of last 7 years 50 million PKR and above 15 25 marks Average of last 7 years 40 million PKR and above 15 15 marks Average of last 7 years 20 million PKR and above 15 10 marks Average of last 7 years less than 10 million PKR 10 marks “As per SPPRA guideline para 2.16 A(iv) turnover must be equal as per estimated cost or twice time more than estimated cost. Procuring Agency has advised to rectify and issue corrigendum”. iii. According to Rule-21(A) the procuring agency shall provide clear and unambiguous evaluation criteria in the bidding documents. Whereas, the evaluation criteria provided in the bidding documents of “Livestock Expo-2025” is unclear and ambiguous as it does not specify the minimum requirement of the PA for qualification and the bidders can be qualified by getting “0” Zero marks in many of the criteria. iv. The procuring agency is required to upload signed copy of bidding documents, enabling bidders to submit their bids by downloading B.Ds from SPPRA website in terms of Rule-24(2) of the SPP Rules, 2010.
