Preliminary Assessment / Observations / Findings: EPADS-S-250351896 HIRING OF ARCHITECTURAL / ENGINEERING CONSULTANCY SERVICES FOR THE CONSTRUCTION OF SPORTS COMPLEX & GYMNASIUM AND RELATED ALLIED WORKS Aror University of Art, Architecture Design & Heritage Rohri The Procuring agency is required to upload newspaper clipping of NIT Published in at least three widely circulated leading dailies of English, Urdu and Sindhi languages in terms of Rule-17(2) of SPP Rules, 2010, prior to opening of bids. Procuring Agency has asked affidavit that firm should never been blacklisted by the Government Department. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition. Procuring Agency has mentioned Turn-over 100 Million (Last Three Years) in Bidding Documents. “As per SPPRA guideline para 2.16 A(iv) turnover must be equal as per estimated cost or twice time more than estimated cost. Rectification is required. Procuring Agency has mentioned Details of Machinery & Equipment but has not mentioned which type of Machinery & Equipment is required, the infirmity may be rectified prior to opening of bids. PA has not uploaded notification of Consultant Selection Committee, which is required to be uploaded at the earliest/ prior to opening of bids. PA has not uploaded Annual Procurement Plan on EPAD website. PA is required to upload APP prior opening of bids. Procuring Agency (P.A) is required to rectify the observation generated by the system, The Procuring Agency is required to pay web- hosting charges The procuring agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Circular No.SO (C-IV)SGA&CD/4-13/6 dated 20th April, 2017.
