Preliminary Assessment / Observations / Findings: EPADS-S-250371828 Sindh Madressatul Islam University Campus at Education City Malir, Karachi HEALTHCARE INSURANCE SERVICES The Procuring agency is required to upload newspaper clipping of NIT Published in at least three widely circulated leading dailies of English, Urdu and Sindhi languages in terms of Rule-17(2) of SPP Rules, 2010, prior to opening of bids. PA has not uploaded the following documents as per SPPRA Rules, 2010:- i) Notification of Procurement committee. ii) Notification of Complaint Redressal committee. iii) Annual Procurement Plan which are required to be uploaded at the earliest/ prior to opening of bids. Procuring Agency has asked affidavit that firm should never been blacklisted by the Government Department. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition. P.A is required to upload signed copy of bidding documents, enabling bidders to submit their bids by downloading B.Ds from SPPRA website in terms of Rule-24(2) of the SPP Rules, 2010 Procuring Agency (P.A) is required to rectify the observation generated by the system, The Procuring Agency is required to pay web- hosting charges. The procuring agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Circular No.SO (C-IV)SGA&CD/4-13/6 dated 20th April, 2017 It is the responsibility of Procuring Agency (PA) to strictly observe the SPP Rules. 2010 in letter and spirit.
