Preliminary Assessment / Observations / Findings: EPADS-S-250491994 Police Surgeon Hyderabad Generic Consumable and other Misc item for Additional Police Surgeon Hyderabad for the Current Financial Year 2024-25 PA is required to upload newspaper clipping of NIT published in widely circulated at least three leading daily of English Urdu & Sindhi language in terms of Rule-17(2) of SPP Rules, 2010, prior to opening of bids. PA has not uploaded the Annual Procurement Plan in bidding documents as per Rule-11 of SPPRA Rules, 2010. PA is advised to upload APP on EPADS prior opening of bids. Original tender receipt has been asked as mandatory requirement for evaluation. Justification is required that if a bidder submit his bid by downloading the bidding documents from SPPRA website as mentioned at Rule-24(2) of SPP Rules, 2010 then how he provide original purchase receipt. Procuring Agency has uploaded unsigned copy of bidding documents. P.A. is advised to upload signed copy of bidding document by head of Procuring Agency as per Rule-24(2). PA has not uploaded the Integrity Pact as per Rule-89 of SPPRA Rules, 2010, the same may be uploaded prior to opening. The Procuring Agency (PA) is advised to rectify the infirmities generated by system. Procuring Agency is required to pay web-hosting charges. Procuring Agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-13/16 dated 20th April,2017. Procuring Agency is required to rectify/justify the above in timely manner.
