Preliminary Assessment / Observations / Findings: EPADS-S-241251200 Examination Material/Printing Stationary and Answer Scripts. Board of Intermediate & Secondary Education SBA. Procuring Agency has asked Affidavit of firm that it is not blacklisted. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition. The Procuring agency is required to upload newspaper clipping of NIT Published in at least three widely circulated leading dailies of English, Urdu and Sindhi languages in terms of Rule-17(2) of SPP Rules, 2010, prior to opening of bids. NIT consists of 04-items/works, whereas P.A has posted bidding documents of only 01 items, P.A has advised to upload standard bidding documents of remaining work and extend the response time accordingly. PA has not uploaded notification of Procurement committee notification, Complaint Redressal committee notification, which is required to be uploaded at the earliest/ prior to opening of bids. PA has not uploaded the Annul Procurement Plan in bidding documents. PA is advise to upload APP on EPADS prior opening of bids. Procuring Agency has mentioned Turn-over 80% (Last Three Year) in Bidding Documents. “As per SPPRA guideline para 2.16 A(iv) turnover must be equal as per estimated cost or twice time more than estimated cost. Rectification is required. Procuring Agency (P.A) is required to rectify the observation generated by the system, The procuring agency is required to pay NIT hoisting charges in accordance with this Authority’s letter dated 18.05.2018 available on the following link of the Authority’s website http://www.pprasindh.gov.pk/policies/Policy18May2018.pdf Estimated Cost of NIT /EOI / RFP (Cumulative) Hoisting Charges up to Rs. 1.00 Million is Rs. 5,000. Above Rs. 1.00 Million and up to Rs. 200 Million is Rs. 10,000. Above Rs. 200 Million is Rs. 15,000 Procuring Agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-
