1. As per estimated cost of works , PEC registration is not applicable for all works as it required for works exceeding the limit of estimated cost Rs.4.0 Millions. P.A may justify under PEC by-laws.
2. The procuring agency has included specific brand names, model numbers, or catalog numbers without mentioning the words “Or equivalent” with multiple items which is a violation of Rule-13(1) of SPP Rules, 2010.
3. Procuring Agency has asked affidavit that firm have not been blacklisted previously by any executing agency. PA may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition.
4. Part of B.Ds i.e. BoQ is signed (which is appreciated) but Procuring Agency is required to upload signed copy of each and every page of Bid Document to enabling the bidder(s) to submit their bids by downloading Bid Document from SPPRA (E-pad) website as defined in the Rule-24 (2) of the SPP Rules, 2010……..
5. Procuring Agency is required to rectify/justify the above in timely manner.
