The Procuring agency is required to upload newspaper clipping of NIT Published in at least three widely circulated leading dailies of English, Urdu and Sindhi languages in terms of Rule-17(2) of SPP Rules, 2010, prior to opening of bids. Procuring Agency has mentioned Turn-over 80% (Last Five Year) in NIT. “As per SPPRA guideline para 2.16 A(iv) turnover must be equal as per estimated cost or twice time more than estimated cost. Rectification is required. List of Machinery & Equipment has been asked but it is not clear which type of machinery /equipment and staff is required. Justification / rectification is required PA has not uploaded notification of Procurement committee, Complaint Redressal committee, which is required to be uploaded at the earliest/ prior to opening of bids. Procuring Agency has asked affidavit that firm should never been blacklisted by the Government Department. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition. In terms of Rule-21(A) of Sindh Public Procurement (SPP) Rules, 2010, the procuring agency is required to provide clear and unambiguous evaluation criteria in the bidding documents.
