Preliminary Assessment / Observations / Findings: EPADS-S-241180869 Development and implementation of CMS Department Name: Provincial Ombudsman Karachi estimated cost Rs. 10 Million Procuring Agency has asked affidavit that firm should never been blacklisted by the Government Department. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition. Procuring Agency has not mentioned amount of turnover atleast three years. “As per SPPRA guideline para 2.16 A(iv) turnover must be equal as per estimated cost or twice time more than estimated cost. Rectification is required. Bidding documents do not contain the template of Integrity Pact as required under Rule-89. Procuring agency is required to rectify the infirmity. Procuring Agency is advised to rectify the infirmities generated by system. Procuring Agency is required to pay NIT Hosting Charges in accordance with this Authority’s letter dated 18.05.2018 in favour of Director (A&F), SPPRA through crossed cheque / Pay Order / Demand Draft. The letter may be downloaded from the website (http://www.pprasindh.gov.pk/policies/Policy18May2018.pdf). Procuring Agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV) SGA&CD/4-13/6 dated 20th April,2017. It is the responsibility of Procuring Agency (PA) to strictly observe the SPP Rules, 2010 in letter and spirit. Violation of any SPP Rule/Act/Instruction will tantamount to mis procurement.
