Preliminary Assessment / Observations / Findings:………
1. Procuring Agency has mentioned “Average Annual Turnover for last 5 years (i) Less than 500 million to 700 million (04 marks), (ii) 700 million to 999 million (06 marks) and (iii) 1,000 million or more (10 marks)”. “As per SPPRA guideline para 2.16 (iv) turnover must be equal as per estimated cost or twice time more than estimated cost. Procuring Agency has advised to rectify and issue corrigendum”.
2. 75%-marks have been assigned for qualification without giving sub-criterion. Since criteria consists of mandatory provision of certification therefore a bidder who have not some mandatory certification and get 75%-marks like; Turn-over etc; can qualify for further process. Justification / rectification is required.
3. Procuring Agency has asked affidavit that the firm / has never been black listed nor any contract rescinded in past for nonfulfilment of contractual obligations. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition………..
4. The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA(https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred…………
5. PA is required to pay web-hosting charges………
6. Procuring Agency is required to rectify/justify the above in timely manner……….
