Preliminary Assessment / Observations / Findings: EPADS-S-241241116 Estimated cost Rs. 0.661 (million) NED University of Engineering & Technology Procuring Agency has asked affidavit that firm should never been blacklisted by the Government Department. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition. PA has not uploaded notification of Procurement committee, Complaint Redressal committee, which is required to be uploaded at the earliest/ prior to opening of bids. PA has not uploaded annual procurement plan on EPAD website. PA is required to upload APP prior opening of bids. Bidding documents do not contain the template of Integrity Pact as required under Rule-89. Procuring agency is required to rectify the infirmity. Procuring Agency (P.A) is required to rectify the observation generated by the system, The Procuring Agency is required to pay web- hosting charges The procuring agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Circular No.SO (C-IV)SGA&CD/4-13/6 dated 20th April, 2017.
