i. 5% of quoted amount has been specified as the bid security. However, in accordance with Rule-37(1) of SPP Rules as amended vide notification dated 25.08.2025, the bid security shall be a fixed amount which shall not exceed 5% of the estimated value of procurement. P.A is required to rectify the same. ii. The Procuring Agency has posted the NIT on EPADS on 01.06.2026 and last date of issuance of bidding documents is 08.06.2026, hence, the response time allowed is less than fifteen days, which is violation of Rule-18 of SPP Rules, 2010 read with Rule-2(1)(eee). PA is required to extend the response time prior to opening of bids. iii. PA has not uploaded notification of Complaint Redressal Committee, which is required to be uploaded at the earliest. iv. Procuring Agency has asked affidavit that firm has never been blacklisted by any government, semi government. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition. v. The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm /bidder /contractor is not blacklisted or debarred. vi. PA is required to pay web-hosting charges. In view of above, it is advised to rectify the above infirmities in timely manner and enhance response time accordingly. It may be noted that in case of failure action under Rule-25 of SPP Rules shall be applicable. It is the responsibility of Procuring Agency (PA) to strictly observe the SPP Rules, 2010 in letter and spirit. Violation of any of the Rule/Act/Instruction will tantamount to Mis-procurement.
