(1) 15-marks assigned for 'Recommendation of Purchase Committee' which is discretionary and in contradiction with the provision of Rule-44 of SPP Rules (2) The Procuring Agency has assigned the marks against all mandatory requirement for evaluation bids without giving break-up/sub-criterion by fixing 70% for qualification. Resultantly bidders who will not provide some mandatory requirement like experience or bank statement etc and get 70% marks eligible for qualification. (3) P.A has not uploaded notification of Procurement Committee in compliance of Rule-7 and CRC in compliance of Rule-31 (4) PA is required to pay web-hosting charges. (5) PA is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-13/16 dated 20th April,2017.
