Advisory (3) The Procuring agency has not Uploaded the CRC and the P,.C Notification which is the violation of Rule-7 & Rule-31 of SPP Rules, PA is required rectify prior to opening of bids. (4) In terms of Rule-47(1) Single Stage One Envelope, the bidding procedure shall be used as the standard Bidding procedure for the procurement of goods, works, and services of a simple and routine nature and where no technical complexity or innovation is involved. However, in the instant case the Procuring Agency has used a single-stage two-envelope procedure. Justification is required.
