(1) P.A has assigned marks with qualification threshold of 70% wherein 30-marks have been assigned for recommendation of purchase committee which means if a bidder have all requisite qualification but purchase committee not recommended then he will be disqualify. P.A should rectify to fulfil the requirement of Transparency. (2) In terms of Rule-13(1) of SPP Rule, 2010, Specifications shall allow the widest possible competition and shall not favour any single contractor or supplier nor put others at a disadvantage. In the instant case same is missing. (3) Procuring Agency has not uploaded copy of notification of Procurement Committee in compliance of Rule-7 and CRC in compliance of Rule-31 (4) Procuring Agency has not upload signed copy of procurement plan, which is required to be uploaded as per Rule-11(3) of the SPP Rules, 2010. (5) Procuring Agency is required to upload signed copy of Bid Document(s) to enabling the bidder(s) who submit their bids by downloading Bid Document from SPPRA website as defined in the Rule-24 (2) of the SPP Rules, 2010.
