"1. condition of eligibility criteria i.e.  'Detail of Registration with major organizations' needs justification under Rule-29(4) of SPP Rules 2.Criterion/condition i.e. Firm have never been blacklisted may conflict with Rule-44 of the SPP Rules, 2010 because if a firm was black listed but current status is de-listed then such firm will be restricted for participation. Rectification is required. 3.P.A has PEC registration whereas as per nature of procurement it seems not applicable. However justification under PEC bylaws is required. 4. Procuring Agency has assigned the marks against all mandatory requirement for evaluation bids without giving break-up/sub-criterion by fixing 70% for qualification. Resultantly bidders who will not provide some mandatory requirement like experience or bank statement etc and get 70% marks eligible for qualification. Rectification is required. (5) Procuring Agency has not uploaded copy of notification of Procurement Committee in compliance of Rule-7 and CRC in compliance of Rule-31 (6) Procuring Agency has not upload signed copy of procurement plan, which is required to be uploaded as per Rule-11(3) of the SPP Rules, 2010.
