(1) % of quoted amount has been specified as the bid security. However, in accordance with Rule-37(1) of SPP Rules as amended vide notification dated 25.08.2025, the bid security shall be a fixed amount which shall not exceed 5% of the estimated value of procurement. P.A is required to rectify the same. (2) a 2-year validity period for Bid Security violates the aforementioned SPPRA rules, as Bid Security is intended only to secure the bid during the evaluation and contract award phase (and is returned once the contract is signed and a Performance Security is submitted). (3) Procuring Agency has not upload signed copy of procurement plan, which is required to be uploaded as per Rule-11(3) of the SPP Rules, 2010. (4) In terms of SPPRA Notification no.DD (HRF&CB)/SPPRA/22-23/0942 dated 10th April, 2023; average annual financial turnover not less than equivalent cost of the scheme/project during last five years and Experience of similar nature of works (at least one work of 80% of the estimated cost OR two works of 50% of the estimated cost) executed during last five years is required. In the instant case relevant experience and annual turnover is not as per above provision.
