Procuring Agency has asked bid security 2% of quoted bid price. Whereas, “The Procuring Agency shall require the bidders to furnish a fixed amount of bid security not exceeding five percent of the estimated value of procurement determined by the procuring agency” as required under amendment in SPP Rules, 2010 vide SGA&CD Notification No. SORI (SGA&CD)2-30/2010(5-13/P-II) dated 25.10.2025. Procuring agency is required to rectify the infirmity…………. 3. Procuring Agency has asked affidavit that firm has not been black listed by any Government, Semi Government or Autonomous bodies. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition…………. 4. The Procuring Agency has uploaded a notification of the Complaint Redressal Committee in terms of Rule-31 constituted in 2016. The Procuring Agency has to clarify whether this committee is still functioning with the same members or not. Clarification is required………. 5. Procuring Agency is required to upload signed copy of each and every page of RFP Document to enabling the bidder(s) to submit their bids by downloading RFP Document from SPPRA (E-pads) website as defined in the Rule-24 (2) of the SPP Rules, 2010………….. 6. The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred………… 7. Procuring Agency is required to rectify/justify the above in timely manner………. It may be noted that it is the sole responsibility of procuring agency to make all the public procurements by observing the SPP Rules, 2010, regulations, instruction/ orders and procedure in letter and spirit.
