Preliminary Assessment / Observations / Findings: EPADS-S-250693000 NED University of Engineering & Technology 8479 Procurement of Thermal Imaging Camera with Thermal Studio Software for Department of Mechanical Engineering Procuring Agency has uploaded unsigned copy of bidding documents. P.A. is advised to upload signed copy of bidding document by head of Procuring Agency as per Rule-24(2). PA has not uploaded Annual procurement Plan as per Rule-11 of the SPPRA Rules,2010, the same may be uploaded prior to opening of bids. PA has asked local presence in Karachi in the Eligibility criteria with seems in consonance with Rule-44 clarification / Rectification is required. An affidavit on stamp paper of Rs. 100/- to effect that the Bidder has not been blacklisted be rephrased as “the contractors / companies / firms is not currently on the list of blacklisted by any Government”. The Procuring Agency (PA) is advised to rectify the infirmities generated by system. Procuring Agency is required to pay web-hosting charges. Procuring Agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV) SGA&CD/4-13/16 dated 20th April,2017. Procuring Agency is required to rectify/justify the above in timely manner.
