Preliminary Assessment / Observations / Findings: EPADS-S-250582778 NED University of Engineering & Technology 8478 Procurement of High-Speed Concrete Mixer for Civil Engineering Department, Main Campus, NEDUET Procuring Agency has uploaded unsigned copy of bidding documents. P.A. is advised to upload signed copy of bidding document by head of Procuring Agency as per Rule-24(2). PA has not uploaded copy of Notification of Procurement Committee & Complaint Redressal Committee as per Rule-7&31 and Annual procurement Plan as per Rule-11 of the SPPRA Rules,2010, the same may be uploaded prior to opening of bids. PA has written in the Infront of the name of Project “Not applicable” clarification is required prior to opening of bids. An affidavit on stamp paper of Rs. 500/- to effect that the Bidder has not been blacklisted be rephrased as “the contractors / companies / firms is not currently on the list of blacklisted by any Government”. The Procuring Agency (PA) is advised to rectify the infirmities generated by system. Procuring Agency is required to pay web-hosting charges. Procuring Agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV) SGA&CD/4-13/16 dated 20th April,2017. Procuring Agency is required to rectify/justify the above in timely manner.
