It appears that the procuring agency has regrouped the different works having different locations intoghether, which is violation of Rule-12. Justification / rectification is required…… 2. The Procuring agency is required to upload newspaper clipping of NIT Published in widely circulated leading daily of English, Urdu and Sindhi languages in terms of Rule-17(2) read with Rule-17(1A), Rule-18 and Authority’s instructions circulated vide No.MD/SPPRA/1-1(GEN)/2021-22/0927 dated 17th March, 2022……… 3. The Procuring Agency has uploaded a notification of the Complaint Redressal Committee in terms of Rule 31 and a notification of the Procurement Committee in terms of Rule 7 constituted in 2015. The procuring Agency has to clarify whether these committees are still functioning with the same members or not. Clarification is required……………. 4. Criteria is not clear about requisite list of machinery equipment, requisite list of Engineering & technical staff and its bio data, therefore it required justification that on which grounds most advantageous bidder will be selected as required under amendment in SPP Rules, 2010 vide SGA&CD Notification No. SORI (SGA&CD)2-30/2010 dated 11.08.2021………… 5. As per estimated cost of works, completion period of 24-months seems too long. Justification is required……… 6. Part of B.Ds i.e. BoQ is signed (which is appreciated) but Procuring Agency is required to upload signed copy of each and every page of Bid Document to enabling the bidder(s) to submit their bids by downloading Bid Document from SPPRA (E-pad) website as defined in the Rule-24 (2) of the SPP Rules, 2010………. 7. The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred............ 8. Procuring Agency is required to rectify/justify the above in timely manner.
