Preliminary Assessment / Observations / Findings: EPADS-S-250603027 NED University of Engineering & Technology 6945-B CONSTRUCTION OF HILTON PHARMA NANO TECHNOLOGY CENTRE (REMAINING WORKS) AT NEDUET Procuring Agency has uploaded unsigned copy of bidding documents. P.A. is advised to upload signed copy of bidding document by head of Procuring Agency as per Rule-24(2). PA has not uploaded Annual procurement Plan as per Rule-11 of the SPPRA Rules,2010, the same may be uploaded prior to opening of bids. The experience and turnover required by the procuring agency is not in accordance with SPPRA Notification no.DD (HRF&CB)/SPPRA/22-23/0942 dated 10th April, 2023; according to which as per para 2.16(iv) of guideline of SPPRA for procurement of works; average annual financial turnover not less than equivalent cost of the scheme/project during last five years and Experience of similar nature of works (at least one work of 80% of the estimated cost OR two works of 50% of the estimated cost) executed during last five years is required. In the instant case relevant experience and turn over is not as per above provision. PA has asked local presence in Karachi in the Eligibility criteria with seems in consonance with Rule-44 clarification / Rectification is required. An affidavit on stamp paper of Rs. 100/- to effect that the Bidder has not been blacklisted be rephrased as “the contractors / companies / firms is not currently on the list of blacklisted by any Government”. The Procuring Agency (PA) is advised to rectify the infirmities generated by system. Procuring Agency is required to pay web-hosting charges. Procuring Agency is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV) SGA&CD/4-13/16 dated 20th April,2017. Procuring Agency is required to rectify/justify the above in timely manner.
